At what age should an IEP be initiated for a child with Autism?

In the UK, there is no minimum age for initiating an Individual Education Plan (IEP) or an Education, Health and Care Plan (EHCP) for a child with autism. According to the NHSNICE, and the Department for Education (DfE), early identification and intervention are essential, and support can begin as soon as developmental concerns are raised, even during preschool or nursery years. 

Early Identification and SEN Support 

Children who show early signs of communication or social differences can receive SEN Support long before formal diagnosis. Under the Early Years Foundation Stage (EYFS) and the SEND Code of Practice (2015, updated 2024), nurseries and childminders are required to provide targeted help through an Individual Education Plan (IEP) or similar early intervention programme, coordinated by a Special Educational Needs Coordinator (SENCO) (DfE 2024). 

This means a child can have an IEP from age two or three, as soon as educators or parents recognise developmental delays or autism traits. 

Legal Framework for EHCPs 

While IEPs are school-level tools, EHCPs are statutory and legally binding under the Children and Families Act 2014. These plans can be initiated from birth for children whose needs require coordinated educational, health, and care input. 

The DfE’s 2025 data shows most EHCPs are issued between ages 4 and 5, typically as children transition to primary school, but many start earlier in nursery settings if significant needs are identified.
