Can a student have both a 504 Plan and an IEP for ADHD? 

A student cannot have dual ADHD plan i.e., 504 Plan and an Individualised Education Programme (IEP) simultaneously. Once a student qualifies for an IEP under the Individuals with Disabilities Education Act (IDEA), that plan becomes the primary legal framework for accommodations and support. The IEP not only covers what a 504 Plan would but also provides more intensive, specialised services tailored to the student’s needs. 

Both plans aim to ensure that students with ADHD receive the support they need. However, they operate under different laws and provide different levels of intervention. An IEP is more comprehensive and replaces the need for a 504 Plan.

Support Scope  

A 504 Plan offers general accommodations coordination like extra time, seating adjustments, and modified assignments. An IEP provides those same supports plus specialised instruction, progress tracking, and services such as counselling or behaviour coaching.

A 504 Plan applies when ADHD significantly impacts learning but doesn’t require specialised instruction. An IEP is required when the ADHD-related challenges do necessitate tailored teaching strategies or additional services. 

Plan Coordination  

Since the IEP covers all accommodation needs (and more), having both could create duplication and confusion. The IEP becomes the comprehensive guide for educational support under IDEA, which is a stronger legal framework. 

What to Do If Your Child’s Needs Change 

If your child is already on a 504 Plan and continues to struggle despite support, you can request a full evaluation for IEP eligibility. If the IEP is approved, the 504 Plan is discontinued, and IEP services are implemented instead, offering a more robust support structure.
